Government as it is divested now, more or less looks at humans here, as a heard, rather than groups of people that are sentient in their rights.
The spirit of the constitutions of the many governments of this worlds, in some respects, allows the right for a peoples, to express their aims and wants and then in a proper perspective, allow this flowance of wills and expressions to come forth.
