If there were a giant mirror 670 million miles away you could triangulate its position to pinpoint any place on earth to view an hour into the past??

In theory, yes. It would have to be a really, really huge perfect mirror.

If the mirror was 1 LH distant and if you could manage to limit the scattering of the outbound photons from the Earth based image you want to see to an arc of 0.01 degrees your mirror would have to have a diameter of approximately 117,056 miles and a very precise focal length of 1 LH in order to resolve the image back at the Earth based receiver two hours later.
