Nice Story. Ok lets try to pin down some facts. What time of day was it, where did this event occur, what day, any other witnesses? Did you tell anybody else after this happened? And most importantly, have you ever received blunt for trauma to the head?

I believe at this point, if this guy is from the 60's as you say, that only governments would be able to make that possible. Meaning, part of some government funded program, you said he had a brittish accent, and was wearing some sort of a blue suit. You said the suit was unique.
Draw us a picture, if there were any insignia's or logo's or anything unique about it, draw and describe for us please. Perhaps we can find out if this guy was in something like MK ultra or out of a program the brits had, something similar to bletchley park. Whatever it is, if you can describe the suit to detail I am sure we would be able to match it to the time and the specific governmental group this individual was associated with.

Ok you asked him When he Left? OR when he was From? This is not defined if we know when he Left from, or what Time he is actually from. I mean he could be from 2200 and thought he'd hit 68 before 05.

Ripped a hole in space time, perhaps even a bubble around him, which is what made Terminator so interesting. Create a bubble, a pocket of your space/time in another reality. Then release the shield from the bubble and walk on out. who knows maybe in 1968 they had technology that was so advanced all he had to do was Blink to travel through time.

As I am not living in 1968 and I am not in your mind, I will be unable to answer your question. Nobody here will. How he did it is now unimportant, you should be asking, Why. Why he did it, why you got to see it, why this is so important to you. Why.
