When it comes to CERN and any material presented to the general public, I'm reminded of the NASA joke. Never A Straight Answer. They would vehemently deny time travel as an objective. And they do this by claiming to not have any objectives beyond facilitating others with their research. So yeah. CERN could very well be experimenting with black holes for whatever reason without knowing the full ramifications of their actions. And not caring either.
The Kerr metric for microscopic black holes allows for something like a solution for the Tipler cylinder which permits creation of closed timelike curves and time travel. John Titor wrote about the "offset Tipler sinusoid" which is similar to the Tipler cylinder idea, but it does not require an infinitely long rotating cylinder to work. I have thought about time travel into the past and imagined the entire universe going backwards. If that were to happen, our chronological memories of future events would also be erased, so if we went back in time one year, then we would not remember inventing the future time machine. A protective bubble that preserves our biological age and chronological memories would be necessary, and it is possible inside the event horizon of a black hole. If a miniature black hole's event horizon could be expanded as a spherical shell around a person and their time machine then it may be possible to time travel.
A kugelblitz is an extreme concentration of light energy that becomes a microscopic black hole. By expanding or stretching the event horizons of the microsingularities in order to envelop the time travel device and it passengers, a person should be able to make substantial time jumps. One must also overlap the Kerr fields of the dual singularities in order to jump forward or backwards through time.
