You may add, delete, alter, change, fold, spindle and/or mutilate this or any other time traveling law in any way, manner, shape or form that you desire just so long as you do so after your time machine is invented.
 
Just don't tell the US Congress you are writing laws. If they horn their way in on this, you will magically find that all proceeds (real or imaginary) generated from Time Travel will be required to be funneled through Capitol Hill. /ttiforum/images/graemlins/mad.gif

If indeed John Titor is a time traveler then he violated the most important time travel law, the temporal prime directive. By telling people he was a time traveler and discussing with others in this timeline about his advanced technology, he irrevocably altered this timeline in unpredictable ways. What was to happen did not happen. I suspect that agents of time enforcement are searching for Titor, as he hops merrily along through the different timelines, keeping one step ahead of them.
 
I think it's highly unlikely that any time travel laws would ever be enforceable. By the very definition of all the 'timeline' nonsense....going back and stopping the time traveller from doing whatever he was doing would simply generate a new timeline, and not interfere at all.

But also, there would be an ethical problem with any such intervention. The mere existence of a time traveller would change time in due course such that new people would be born who would not otherwise be. To intervene would be to negate the existence of millions of people.

A bit of a scary thought.....you could suddenly cease to exist one day, because the Temporal Police took action against some time traveller.

Once the damage is done by the first time traveler, then the objective would be to halt any further damage by such a rogue entity.
