Time itself cannot be turned back, going back in time is a different matter though.
I think the poorly translated page means that things can go back in time such as the balloon, but a chronometer is just another name for a watch, and no watch I know of would register the year etc from just being in that year, it has no way to be affected otherwise those who go back in time would be affected also, example, they would get younger.
