t versus tau

Has anyone heard of Edward Milne's old work regarding two flows of time, for different processes? From what I remember, the greek letter tau was used to denote 'cosmic time', which could vary independantly of t, which I think referred to 'electromagnetic time'. I remember very little of the theory, which I believe was disproven. Does anyone else have any links/comments?

Sure am. As far as I remember, the argument said that the two time scales are roughly synchronised now, but could have gone out of whack in the early universe, eliminating the problem of a beginning for time.
