Question Regarding Constant Acceleration in the Twin Paradox

Hi:

Suppose you had two participants in a relativity experiment, one stationary
on Earth (let's call him "Terence" here), and another traveling in a rocket ship away from Earth (let's call her "Stella" here). I heard that if Stella was traveling at a constant accleration, then Terence would "observe" this acceleration gradually decrease to 0 as the ship approached the speed of light. Is this true? If so, what would be the mechanism behind it, or what would be an equation to describe it?
