Carefully consider conservation. On a scale universal the energy, momentum, and angular momentum never change. To one observing the universe from afar nothing changes and no time passes. When observing a hot plate at constant temperature, no change is measured from a macro scale because we are so huge. But from an atomic scale much changes rapidly. The appearance of time's passage is surely a matter of scale. This is well known but the passage of time in one place must be restored by the slowing in another. All time is transferred and balanced until finally that which sees all sees that there is really nothing moving at all.
