OK, I think I see what you mean. An object experiencing time dilation, such as something approaching the speed of light, would be a fast moving object experiencing time more slowly. And a light source coming from where the object has been, would appear red shifted, thus making it appear time was moving more slowly from the origin point, of the fast moving object. So you want to speed time up for the origin point, so that from the point of view, of the fast moving object, time would appear synchronized. From the origin point, the time flow of the moving object would appear to be twice as slow as it was. But it would work both ways. You could speed time up for the fast moving object, making any light coming from it, cancel out the red-shifting of any light emanating from it. So that from the viewpoint of both objects, time would appear to be synchronized.
Now what you suggest in actuality is that any light emanating from an object that has had its time flow rate sped up, would appear blue shifted. Or the light coming off such an object would actually be moving through space at a rate that is faster than light. So don't be surprised if no one else can understand the concept. Its really just relativity in reverse.
But I do see a possibility for this becoming a reality. Objects with negative weight might be good candidates for experiencing the faster time flow rates.
Now there is something in this little mental exercise that I believe no one else on this board will be able to follow. But you might be able to. It was when I increased the time flow rate of the time dilated object to synchronize the flow of time between both objects. The only thing that I noticed is that the moving object would appear to be growing smaller to the point of origin, due to the fact that they are moving away from each other. That is interesting. Because the time dilation phenomena also occurs in objects under the influence of a strong gravitational source. An object experiencing the effects of a strong gravitational field would experience time dilation. So it stands to reason that if an anti-gravitational field would speed time up in the presence of a gravitational field which slows time down, the two time flows would cancel. Just like for our two relativistic objects moving away from each other. BUT since the two phenomena have the same outcome on the flow of time, then it stands to reason that the growing smaller observation should still be present. What I am saying is that an object experiencing both directions of time flow will appear to become smaller. And I suspect that from the point of view of the object growing smaller, everything else would appear to be growing larger.
