I've added some community guidelines here:

This is a variation on what we've had on prior iterations of the site, but we haven't had "real" guidelines in a while. Thanks to @PaulaJedi for having me realize this a couple weeks ago ?

Nothing within these guidelines really changes what we're doing now, it mostly just adds a place to point to for clarity on the rare occasion its needed.

 
 Can you add something like "use meaningful subjects and start with a capital letter".  --- the all small caps thing drives me NUTS. 

Also, dislike subjects/titles that say just..,

"Question...."

"I have an idea..."
