Some say that identical twins have the EXACT same DNA, a mirror image of each other, others say that every single strand of DNA that develops has what they call a 'buffer' or 'filler' which completes the structural integrity of the strand which makes identical twins 99.999% identical. Do identical twins have the exact same mirror image dna?

Yes, identical twins share the exact same DNA. If you conduct DNA genotype matching you cannot differentiate between the twins. The differences come in how the DNA phenotypes form the specific structures in their bodies. There are differences - like fingerprints.

lets say that jill and jane are identical twins, and, bill and bob are identical twins.

Jane has a child with bill named steve, and jill has a child with bob named chris, would steve and chris have the same dna??

The presumption is that they would each have the same DNA. That assumes that both sets of twins are incurred no mutation of their chromosomes during their lives. Other than that the cousins would share the same DNA as if one set of the parents had another set of identical twins.
