It's obviously not part of a time machine, and I think "time switch" is just an old term meaning "reset", but the device seems very similar to something Nicola Tesla built, if connected or linked to Tesla in any way the price would go way up. It says ac/dc on it, Tesla worked on a lot of ac/dc generators, transformers and the like, well just curious, it ended but I'm sure you could talk the owner in relisting it if you were interested, I would buy it but I'm a little short for the season.
 
It would be better if the seller found a way to open it up so we could look at the components inside. some of the cruder, more old fashioned versions of telsa components would d make it more interesting.

I find it hard to believe someone would etch a "time switch" on it and leave the other parts untitled.
 
Well I emailed the guy and asked him if it said anything else on it, and if he could take a photo of the gears inside and he did, he has now relisted it here:

He added 2 slightly better photos, and that it also reads "WAPPLER E MFG CO. N.Y."

So it's probably a device made by the Wappler electric co., urology related.
