Subject: New project time transmitter

Hi I am new here and I am setting up a home lab, I start cleaning tomorrow, than construction of lab. I have an idea for a time transmitter, that I call the time server. This is a new idea as far as I know i thought it up a couple of days ago. Check out http://www.geocities.com/vistronic/index.html
I need theory, plans on how to generate a temporal field, I have some raw ideas. I intend to send a communication beam through the field to a target on the other side (this target will remain in time in my lab connected to a receiver and time server)
